Is this an hourly rate recommendation?

No. Set your own hourly cost, overhead, buffer and margin. The calculator turns those assumptions into a price; it does not tell you what a client will pay.

Does the workbook send invoices or take payments?

No. It prepares estimates and tracks project results. You send the client summary and collect payment through your own process.
